From 22.04 the upgrade to 24.04 will not be available until the first point release sometime in August.
Possibly earlier with the -d flag.

Post the output of
cat /etc/apt/sources.list.d/packagecloud-shiftky-desktop.list
so it's clear what the file actually says.
Most likely you'll need to rm (remove) the file and try again....
wget would have downloaded the deb to the current working directory.
So check the top level of Home.

I don't even think they've opened the channel for any upgrades yet.
Chrome adds their repo to the system upon initial install so it'll get updates whenever you run an update.
But that's a specific design of chrome, +1 to needing to watch others that don't do that.
You need to make sure the Community (universe) repository is enabled.
See if it's checked (enabled) in Software and Updates.
If it's not, check it to enable it.

Development releases don't open up the -updates and -security channels until right before the official release.

The archives are moved over to the old-releases repository.
From there you can change the sources and use that to upgrade the system to a new release.
